Move Name: Wrath of Chronos
Move Type: Psychic
Tier: 3
Description: The user (Hoothoot or Noctowl) spreads their wings, and a great, phantasmal clock face appears in the air behind them, and the ticking of the second hand, only as perceived by the target, begins to slow down. As it does so, the target themselves slows at a similar rate, lowering their speed by one increment for every turn Wrath of Chronos is maintained. Wrath of Chronos can only be maintained as long as the user does not move and maintains concentration; if the user is hit or otherwise forced to break pose or focus, Wrath of Chronos immediately dissolves, and the target is returned to their default speed.

Staff Notes: T3 primarily due to possible infinite speed reduction; massive potential power balanced by its all-or-nothing approach with significant chance to fail entirely.
