"I do not think there is any thrill that can go through the human heart like that felt by the inventor as he sees some creation of the brain unfolding to success... such emotions make a man forget food, sleep, friends, love, everything." - Nikola Tesla

Kiyoshi looked off to the direction that Riolu had pointed him to. What is that, is it a Pokémon? It looked like nothing he had ever seen before. None the less it was a good thing that Riolu had pointed it out, the thing looked somewhat injured.

“Okay, okay we’ll go see what that is over there. Lets head on over, but please stay by my side . We have no idea that it is and I don’t want to make another trip to the Pokémon center after just leaving it. So stay close.”

Kiyoshi thought about what he had just told his little friend. If this was a Pokémon and it was injured then he would surely have to go back to the Pokémon center. There was no other way around it. He had nothing on him to help the poor thing.

“And by another trip to the Pokémon center I mean I don’t want to get you healed. Haha. If we must we’ll take it to the center to get healed. Its just I don’t want you to get hurt now. Let’s go?”

With that Kiyoshi walked towards the figure slowly trying to make out what it was.

Approaching the creature, Riolu's attention was sparked by whatever it could be. Jolting from you side, your pokémon ran over to it. Surly there was no way you'd approve of this, but at this point, the weakened pokémon seemed to matter more than your digression. Riolu was running, but slowed down to take an easier look, and approach the wild pokémon with caution.

Speeding up to reach your pokémon, you could clearly see that the little creature that was almost knocked out on the ground was in fact a Horsea. A rather rare creature, it's more than usual to see this pokémon any where near the coat, let alone washed ashore in the middle of a rather busy town.

Almost gasping for air, the poor little pokémon could barely even move. It had clearly just been dumped here, but why? This little Dragon Pokémon was clearly a rarer species, and a great find. There is perhaps a possibility that it belongs to someone, but don't you think they'd be looking for it by now? Honestly, the only way to tell if this is an owned Pokémon would be to try one of your poké balls on it.

Wild or not, it clearly needs attention. You should considering taking it to the Pokémon center soon, or there are chances that it really might end up dead.
