Oh sorry, i didnt read what you said properly! I thought you meant winnners from this year which is what the rules say, ah but you mean winners from this year and from last year, ah ok sorry! Well i have to admit, that does sound like a decent idea nowadays as there are lots more members than there used to be and there are many more people entering 190 of the month recently. 
he meant within a yr of last winning
Ok sorry! Im not thinking right today, it was my last exam on Wednesday so im tired! lol
But now i understand!
