Take a look at THIS thread. Has got a full diagram of the various systems. Looks like the sensor is before the cat.

No, look at the diagram of the top system. Thats the only one fitted with the 2x CATs and the sensor is after the cats and just infront of the middle box. Just fitted one today and thats exactly how it is.
The Cat in the top picture is the bigger box AFTER the O2 sensor,the smaller boxes at the top of the pipe are not Cats.
The O2 sensor is needed before the cat so as not to allow rich mixture to hit the cat and burn it out,as well as regulating the co level.Newer management systems have twin sensors before and after the cat to evaluate the efficency of the cat.
