Ahora, un informe del Servicio de Investigación del Congreso (CRS, por sus siglas en inglés) registrado en la Biblioteca del Congreso de EE.UU. ofrece lo que el gobierno de Obama no ha provisto: una revisión legal seria de los hechos. "Fuentes disponibles indican que los poderes judicial y legislativo aplicaron el derecho constitucional y estatutario en el caso del presidente Zelaya de una manera que fue interpretada por las autoridades hondureñas de ambas ramas del gobierno como conforme con el sistema legal hondureño", escribió en su informe la especialista en derecho internacional del CRS Norma C. Gutiérrez.
