Management of Decentralized Treatment System

Proper management of the decentralized treatment systems is the key to keep the system functioning properly. Planning, siting, design, installation, operation, maintenance and monitoring onsite and cluster systems can be encompassed by proper management of the decentralized system. The basis of any management program is the regular inspection and maintenance.
 
Depending upon local environmental sensitivities, the complexity of treatment technology and equipment and the local regulatory agency’s authority and resources one management strategy may be used over another. Under particular circumstances more than one management model might be effective, but whichever is used should give the regulatory agency enough authority to make sure that the failing systems are repaired or replaced.
 
The National Onsite Wastewater Recycling Association (NOWRA) suggests that any management model should include seven elements. The management model should satisfy the system performance requirements that protect human health and the environment. The system management to fulfill specific and measurable performance requirements is also necessary. The other important factor is the compliance monitoring and enforcement to ensure adequate performance. The management model should also have the guidelines for all aspects of siting, design, construction and operation. The model should provide education for all service providers, regulators, planners and owners. Certification or licensing for service providers and regulators is also necessary. Finally the model should include program reviews to resolve shortcomings and to correct problems. The U.S. Environmental Protection Agency (EPA) is trying to develop a number of management models for decentralized waste water systems.
