if i were to hang upside down and fire a bow (say im hanging upside down using my knees) then would i get a penalty to attack? |

Yes. Because of the disorientation from firing upside down would hamper your ability to hit. The base penalty would be -4, and modified by certain conditions. Winds and rain are you main concerns, each adding a -2 to you firing ability. |

because the arrow arcs, right? im getting the minuses because arrows arc when shot? well then why would you get a strength bonus from firing a composite bow? if it arcs, there isnt much more strength now is there? |

That isn't why you are getting the penalty. You are getting the penalty from the disorientation from shooting upside down. Considering the composite bow, it does arc, but it is able to fly stronger and faster due to the form of the bow. You can shoot upside down, but it is hard. It arcs when you are shootign upside down, just the same as if you were shooting right side up, but you are basically shooting to your feet because you need to to arc up, and your feet are in the air rather than your torso. Thus you get a penalty. |

Trev couldn't the "Precise Shot" feat deduct some of the penalties on that? Like maybe deduc a -2? |

Not really. Precise Shot allows you to fire into combat without penalty, which has nothing to do with shooting upside down. If you are shooting into combat upsidedown without Precise Shot you take penalties for shooting unside down and for shooting into combat (-8). If you had Precise shot and shot upside down you would take only a -4. |
