In the MegaMan games this bar tells you how much energy you have left. Taking a hit or touching a hazard will deduct energy and if your bar runs out you will die. Certain hazard are capable of causing enough damage to instantly deplete the Energy Bar. Just a brush with Spikes, Lava or pits will instantly turn your meter black. Getting crushed also usually kills you. Bosses in the MegaMan games will have their own meter on the right side of the screen as opposed to your meter on the left. (excluding the Power Fighters where all bars are horizontal and the side depends on which player you are. In this game the bosses meter will be in the lower center of the screen. The bosses' Energy Bar will also continue to get longer with each one you kill.) Obviously you are going to get hit and take damage, so you can find Small or Big Energy Pellets, or E-tanks to refill your energy.
