While I doubt it would've made much of a difference for MS, mobile and tablet games are what sell most in Japan. Consoles aren't doing as well as they use to so I'm not surprised that even the press outnumbered the amount of buyers.

So have they come to realise how redundant the Kinect is, or are they just giving everyone an alternative option? Like, would the ideal XBox One setup include Kinect or is it just an added feature?

From the way it seems to me, they're trying to give people an alternative option (one they assume most would prefer). The Kinect is only ideal as part of the setup if you're in it for the long-term. By that I mean how it can possibly progress from what it currently is. Many who use the voice commands and such are content with it (improvements are welcomed) but I personally don't care for that stuff in particular. It's also ideal I guess if you ever plan to get one, to just get the XB1+Kinect bundle instead of stand-alone XB1. Reason being, the price of the Kinect is going to be $150 iirc.... so definitely not worth it to buy separately.

So the smart move would be to keep that Kinect in case they come up with some revolutionary thing that'll completely change the way you play games on the console and not shitty half assed motion controlled shovelware.

Yeah, I'd have probably done that anyway, if I got it.

Smartish move, I do like the voice controls for the TV.

Considering the Japanese's lack of interest in the American part of the industry, their interests in completely different genres, their penchant for handheld devices and how none of the XBox One's unique features to the PS4 are relevant to their market, those figures make a lot of sense. It's incredibly sad, but expected. The 360 sold better because certain devs/publishers did take an interest in the console and provided exclusives that would've obligated the average Japanese gamer to invest in one (games like Dead Rising, Dead or Alive 4 and DeathSmiles come to mind). With the One though, there isn't any real pervasive competition in the form of Japanese publishers because it's clear everyone's goal here is to either re-release stuff that was on previous gen, or go multiplatform. Meanwhile, companies like NIS and Atlus are still strongly supporting Sony's consoles, so the Japanese market will probably stick to what they know best instead of take a risk with the One.
