Yes, and I'm saying they could've patched the version avaialble on Games on Demand to work with the 360's Live services, it's not that complicated that they'd need to re-release the game to do it.
Actually it would have been a nightmare as H1 barely had any live connectivity in the first place (No online multiplayer without third party assistance) so not only would they have had to patch the game up to be compatible with the 360 Live Services, but they'd have to upgrade the whole game to add in Online Functionality. I'm sure they considered doing this but decided a budget game with a high gloss paint job would do the same thing. Remember the game was only 20-30 when it launched, and it included a code to add the Anniversary maps to Reach, which was about 10 bucks on it's own on the XBL store. Meaning you paid about 10-20 for multiplayer campaign with added features and better paint and online features.

Not the best deal on the planet but I don't feel cheated.
Except, at the end of the day, it just ended up using Reach's multiplayer instead of its own which, again, wasn't what people wanted. The smart thing for them would've been to either re-release the original game and rework the netcode to make it work, or actually put more effort into remaking it. Instead, they just ended up Frankensteining those two ideas into an end result that, I'd say, wasn't very satisfactory; they neither gave people a proper new singleplayer experience that they sort of advertised, nor did they reproduce the multiplayer experience from the original. You might not feel cheated, but a lot of people did, especially people who payed extra for a special edition. They'd have been better off releasing it digitally only or maybe giving it out for free or something, considering they didn't really do much to add to the game anyway.

They didn't 100% copy the old multiplayer into Reach's engine but they did a damn good job with what they had when you played in the Anniversary gametypes, as well as having the maps playable in both Anniversary mode and Reach mode, which hey, jet packs in Blood Gulch? Yes please.

In all honesty, to keep costs where they did, retooling the Reach engine was the best option they had, as it also allowed those with Reach to join in just the MP fun for 10 bucks if they just got the map pack, instantly making a giant possible install base for multiplayer, which is the heart and soul of Halo's continued success. As for the poor singleplayer experience...it's Halo 1, it's a 10 year old game, it's not going to be as flashy or well done as a new game. I don't think there was any overselling, just quite literally "Play Halo on your 360 online with pretty graphics", and no special edition beyond just a Grunt Birthday Party skull on the first print, which still went for 30 bucks tops at launch.

And yeah, my bad, I got mixed up; it was Halo 4 with the limited edition, not Anniversary.
Well those with Anniversary only can just play the anniversary maps with those on reach, or you can take the included code to get the maps to play in reach regular.
