ran into this problem, might be helpful if you remove head from engine.
The small size of these engine does not require a friction fit between the sleeve and the engine block. So if you do remove the head here is a little help to get it together right.

Frist of try to line up the notch in the sleeve with the indicator mark on the block, close is good for now.

Install the head with all four screws, and just slightly snug them down.

Just above the cener line of the block where the head meets is the indicator, for sleeve aliginment, I used a small screwdriver to fine tune this to get it just right.

Without moving the head tightin up your four screws in a criss cross fasion till tight.

This is key beacuse if the ports are not lined up correctly engine will run erracticly, or not at all.
