yes the wheel bolts are too long, this is deliberate cuz if you tighten them fully the wheels wont turn over so you have to back it off a little. it also gives you room to shim the wheels properly when using ball bearings.... as for the stopper(collet), thats odd, it would appear you have one that has not been drilled...  this is a quality control problem, but its prolly quicker to get a few RC collets rather than returning parts bags to kyosho...dunno if this is the right size but the size given refers to the inner diameter(I got confused cuz in the UK they are called collets, but Tower calls them Collars): http://www2.towerhobbies.com/cgi-bin/wti0001p?&I=LXE104&P=7
