Direct bilateral is as it sounds, and it is the quickest way to get money to an affected party. But direct payments usually are self-motivated and are concentrated were the US itself may look like heros, rather than where it is really needed. Multilateral moves the money to a neutral party, and so they have the least bias as to where the money goes. However, organizations like the UN have a lot to deal with, and so some money may not get to the desired place in a tolerable time, if at all. |

Bilateral. I'd rather have the money go SOMEWHERE, and get there quickly, rather than be slowed down in a neutral party, and get there too late. |
