How's this analogy (don't know though if it's accurate)...

My four kids go trick or treating for three hours on Halloween Night. They bring back oodles of candy, bags and bags. In fact they come home with loads drop it off and go back out there to get more. I let them do their trading with each other, eat a few, eventually it's bedtime, they all go to bed and the boss takes the candy away and begins to ration candy a little during the daytime, maybe one or two in their lunch..but the bulk is hidden from them (and you all know why). They really don't know how much is left and/or how much was eaten because there are four of them. Sometimes it gets forgotten because Christmas and Valentine's come along and often bring in a new or additional supply.

Out of sight out of mind.

This is exactly what happens at my house, except I only have 2 kids.

I'm not sure if anyone can answer this question, but I'm going to ask it anyway.
Could this money have been hidden in the special ed fund versus the general fund to mislead someone into thinking that general fund/equity fund was much lower than it really was.........like a judge?

I have had several parents email me with simular situations, please if you have a child in the special education program and have problems getting everything your child needed please let me know. For example, my daughter can only get speech therapy 3 days a week because there is no money available for a full time speech therapist. I have contact federal officials who are asking for information like this or simply not having the school supplies they need, etc. Thanks

All of this sounds highly irregular at best but potentailly criminial. Supporters, how can you continue to pledge alligence to those who practice this kind of deception? This info screams the need for an independent state audit.

There's no doubt that an independent state audit needs to be done.

I think everyone maybe confused here.  The district had budgeted for 1.2 Million dollars to be transferred from the Center program to the General Fund for use.  They did not do this.  They kept the monies in the Center Program and they have lot of money in that fund.

However, Trustee Steve King raised questions about the size of the unexpectedly large fund balance, in addition to a special education program fund balance of $6.4 million. In the past, he said, the district had moved some of that special education money into the general fund to add to the fund equity.

This is from the observer article, my legal question is this. Money, federal and state, is allocated to special education. Of which my child is part of, this money is to be used for their education needs under federal law IDEA. We have been told by several teachers that they would like to do more just there is no budget to do so. Now they are saying there is a 6 million dollar surplus. Something is not right here.

The point was the district budgeted to take 1.2 million out of the Center program funds, however didn't. The extra fund equity in the general funds were due to the district over budgeting and spending less. The also were awared 1.1 in a tax settlement with DTE. As of June 30th the district had 10.9ML in the General Fund and 6.4ML in the Center program. They also have monies is there site and building funds Durrant settlement monies which could be allocated to the general fund. This Durrant Fund monies are not the same as the sinking fund monies.
