Does anyne know where I can find the observer article about the "found" money. I thought I had read that this some of this money was from the special education fund. Funny, not really, I have a child in that program who's teacher has stated that they cannot buy some of the stuff they need because of no funding. I am considering filling action under NCLB. Thanks |

"Hailer said the special education balance was there to "insulate for fluctuations in funding." Superintendent Randy Liepa said that in past years, the district has been forced to pay charge-backs on those programs, though he noted that hasn't been the case since a countywide special education millage was passed. " ....its just been a place for LIEpa to hide money...also, the BOE's thought we were locked into spending that money on special-ed, which isnt the case...so if your concerned about special-ed funding...you should be, cause I can just about guarantee they are going to now pull money from that fund for the general fund. |

They have been putting surplus general fund money in that fund, shuffling it away and hiding it from the "general fund balance" so they can continue to talk about how we have no money. Don't believe it. |

All of this sounds highly irregular at best but potentailly criminial. Supporters, how can you continue to pledge alligence to those who practice this kind of deception? This info screams the need for an independent state audit. |

No, special ed has lots of money. As of the end of June it had 6.4 Million dollars in it. I think that there should be a lot more now with the state funding and funding from the county coming in for this school year. |

Money that was from the general fund...not earmarked for special ed...has been transferred to the special ed fund on more than one occasion. It can be transferred back. |

I think everyone maybe confused here. The district had budgeted for 1.2 Million dollars to be transferred from the Center program to the General Fund for use. They did not do this. They kept the monies in the Center Program and they have lot of money in that fund. |

How's this analogy (don't know though if it's accurate)... My four kids go trick or treating for three hours on Halloween Night. They bring back oodles of candy, bags and bags. In fact they come home with loads drop it off and go back out there to get more. I let them do their trading with each other, eat a few, eventually it's bedtime, they all go to bed and the boss takes the candy away and begins to ration candy a little during the daytime, maybe one or two in their lunch..but the bulk is hidden from them (and you all know why). They really don't know how much is left and/or how much was eaten because there are four of them. Sometimes it gets forgotten because Christmas and Valentine's come along and often bring in a new or additional supply. Out of sight out of mind. |

However, Trustee Steve King raised questions about the size of the unexpectedly large fund balance, in addition to a special education program fund balance of $6.4 million. In the past, he said, the district had moved some of that special education money into the general fund to add to the fund equity. This is from the observer article, my legal question is this. Money, federal and state, is allocated to special education. Of which my child is part of, this money is to be used for their education needs under federal law IDEA. We have been told by several teachers that they would like to do more just there is no budget to do so. Now they are saying there is a 6 million dollar surplus. Something is not right here. |
