READ THE LAST PARAGRAPH. Howell salaries are out of whack I'm writing in regard to the article on Public Payroll figures (Daily Press & Argus, March 12). I'm not sure I fully agree with posting these figures in the paper. I know I would not want my family's income made public for just anyone to know. Some of this information put a new light on the Howell Public Schools district as well as some of the other districts in our county. Howell Superintendent Charles Breiner is the highest-paid public school official, earning $140,000 a year. This is $6,091 more than Pinckney's superintendent, $25,846 more than Hartland's and even worse, $35,941 more than Fowlerville's. Howell assistant superinten-dents Lynn Parrish and Richard Terres both make $5,999 more than Hartland's superintendent. Out of the top 10 public school employees for Livingston County, Howell has four of the highest-paid people. Pinckney has two, Hartland two and Brighton two. This just doesn't seem like we are staying in line with our competing districts. Our building administrators aren't paid competitive wages with other districts, with elementary principals making approximately $4,398 less than Brighton's. Howell's athletic director makes $91,270, which is $6,208 more than his counterpart in Brighton. Howell's teachers are ranked third in the county for the average teacher salary. We've been reading a lot about teachers expecting more than what they should get and Parker High School not opening in time. I ask you to look at the figures and remember that our administrators all took 4 percent pay raises last summer. Yet we may not open a building that was under construction when those raises were approved. As a parent of two Howell schoolchildren who is actively involved in their education, I hear that this program and that program is being canceled for lack of funds and wonder why. My eyes have been opened. Our school can't have a long-anticipated Science Day due to lack of funds. Copying school materials is limited. Last year, I was told to just do the best I could when I was helping in my kids' classrooms and they needed materials. The district has also removed all programs for our gifted and talented children. So we are punishing our children if they do well in school by not giving them what they need to enjoy and improve their education. I'm a very concerned parent who sees a school district extremely top-heavy on spending. I admit that the state shorts Livingston County on the funds received, although look at how these funds are spent. The last couple of years, we have increased administration salaries and decreased what we spend on children. The administrators may be nice people, but are they really worth what we are doing to our children, our future? There's too much of what is best for me in the upper levels of Howell schools and not enough of what is best for the child. Stacey Miller Howell |

School principals are responsible for hundreds of students, staff, support staff, etc... They are responsible for discipline, scheduling, teacher training, parent concerns, the overall running of the school and every other thing that comes their way. I don't know about you, but you couldn't pay me enough to be a principal and deal with what they have to deal with on a daily basis. Not in a MILLION years. |

Custodians fear jobs will be swept away By Christopher Nagy DAILY PRESS & ARGUS Nancy Angerilli is acutely aware of the financial situation Hartland Consolidated Schools district is facing, although she says there is more than a financial story to be told about the $1.5 million budget deficit the district is facing for the 2006-2007 school year. There is a human story to be told as well. "I just think it's important that the board and the administrators know that it doesn't matter if there is bad intent or not, there is a real human toll here," she said. Angerilli, vice president of the Hartland Custodial and Maintenance Association, the union that includes the 29 custodians and 13 maintenance workers for Hartland schools, is torn between two things she loves: her job and her school district. On the one hand, she's fighting to keep working as a custodian in the 51 Building, where the preschool and child-care programs for Hartland schools are housed. However, in doing so, it means she has to battle a school district where she has worked for more than 20 years; a district that educated her daughter from kindergarten through high school. For Angerilli, it's a painful situation to be in, but it's one that she and the 28 other custodians of Hartland schools find themselves facing in light of budget cuts that could result in the privatization of the district's custodial services. "I don't want to do damage to the district. That's not my intent," said Angerilli. "This is our community. We care about our community, and we care about our schools." With the custodial department being asked to cut $500,000 from next year's budget, custodians are likely to bear the brunt of the projected budget deficit next year. The school district has already received four bids from private companies to take over custodial services in Hartland. Scott Bacon, assistant superintendent for business and operations for Hartland schools, said the bids have not been scrutinized yet, but on the surface it looks like the companies could save the district its targeted $500,000 through benefits, retirement rate and salary savings. "We still need to go through each of them, and there's a lot of work involved in that to see the prices they're offering and if they're covering all of our requested items of job responsibility and safety," Bacon said. Custodians say that privatization is going to hurt, not help, the district in the long run. Marty Devitt, the president of the custodial and maintenance union, said the district may be underestimating the dedication and commitment that the custodial staff has given to the district. Devitt himself is a fourth-generation school employee. "We live and work here. We spend our money here, so, ultimately, something like this would affect businesses in the area," Devitt said. "Right now there is a family atmosphere. With a private company, you're going to have strangers coming in that don't have that sense of ownership." Devitt said that just about every custodial worker in the district could tell a story about a personal connection they have made to a student in the schools. "These are our families — you consider them like your own family," Angerilli said. "You share crises with them. You care about their children. It's more than just a job. I don't think that's something you can replace." Devitt said custodians are continuing to perform in Hartland schools, but morale is low, and is even further lowered by the impression that custodians are being hit twice in two years. In the summer, a three-year contract was approved with the union that was intended to save the district $703,000 over the course of the three years. Union members agreed to switch to a less costly insurance and agreed to have their staff reduced from 51 employees to 42. Some of those employees also agreed to reduce their work year from 52 weeks to 44 weeks. "It's frustrating to see that we're back less than a year later after saving that kind of money," Devitt said. "My late grandfather used to say that a person is only as good as their word. We kind of thought the board gave us their word with a three-year contract. We're kind of hoping they'll keep that." Bacon, however, said there are hard realities that the school district is facing. "We have cut $4 million over the last five years and we're looking at cutting $1.5 million for next year with even more cuts in the future years," he said. The core of Hartland schools is instruction, Bacon said, and all other operations in the district need to be analyzed for savings in order to preserve that core. He added that although the district's administration has recommended looking at privatization, the final decision rests with the school board — and the school board has not decided anything on that front yet. "This is all through no fault of that unit. They're good employees," Bacon said. "All of this has to do with factors of school finance and increased costs." The issue of privatization will likely come down to one of community support, Angerilli guessed. Like teachers and school administrators, custodians are public servants, and it's going to take questions and concerns from the community, and members of the community to stand up for the custodians, to make the district realize the importance and value of the group, she said. "I may be wrong, but my gut tells me that people will stand up for us," she said. Originally published March 16, 2006 |
