This is a state founded in 1798 by a man named Miles O'Donovan. He never imagined it would be like this. With ruthless gang bangers, corrupt cops and politicians, and a most wanted list with over 200 people, a state motto like: ”Worst Place In America” is expected. This is a state of emergency. This is Liberty City.

“Where are we going?” Hank asks as he and Jay travel down the streets of the sprawling metropolis, Time Square, Algonquin.
“We’re heading down to see Mayor Kensman. We’re going to establish an... agreement of sorts. With him on our side, the Metal Heads Motorcycle Club will take over this city, and prove to all those corrupted politicians that we aren’t some just metalling biker gang!” Jay replies in excitement. He knows something about the MHMC that the rest don’t. They’ve been in financial troubles. Jay needs money to fund his gang, buy their bikes, and get food on the table.

The flashing lights of Time Square may just be a barrage of ads to some people, but Jay feels differently. They seem to enlighten him. He rides up and down these streets every day, but they never cease to amaze him. He hears Hank rambling on about something in the background, but he can’t exactly decipher what Hank is saying, so he pays no attention.

After a few minutes they are face to face with the mayor. They tried to convince the mayor, but he wouldn’t budge. After money was added into the equation, Kensman accepted quickly. “Let’s shake on it!” Kensman says with a happy tone in his voice. Jim doesn’t even hesitate to grab the man’s hand. As soon as their hands connect, a window shatters with the force of a bullet, and mayor Kensman’s head is drilled with a bullet, leaving him dead on the floor.

Jay and Hank rush up the stairs, covering their heads. They climb to the roof, and stare over the ledge at the building beside them. Nobody is inside it. Hank hears a car door slam, and he looks over. Patrol car 978 speeds away, and around the corner. The two speed down the fire escape, and Jay jacks a nearby car at a red light. Hank follows behind him with their 2 bikes. Jay stays on hot pursuit behind 978.

978 pulled into the Liberty City Police Department, and the murderer ran in. Jay drove into the side of the now empty patrol car, almost tearing apart 978, and his car. He then ran in with Hank. They could see straight for a long distance through the police station. Hank and Jay were trying to catch him, but another police officer jumped in, and shot Hank in the arm. Jay, furious with rage, bashed his pistol over the cops head. Jay looked down the hallway, but the man who sniped Kensman was gone.

Soon after, Jay brought Hank home, and let Bill take care of him. “He’ll be alright, Jay, don’t you worry!” Bill said with a shaky voice. Jay paid no attention as he left. He loaded up on ammo, hopped on his bike, and hit the road. His journey brought him through Time Square, but he paid no attention to the ads this time. He was too angry. As soon as he came on the same street as his rival gangs hideout, the Heavens Devils Motorcycle Club, He stopped his bike a couple yards away from the door. He could see exactly what he was going to do. Gain speed, and slam through the door, and drop everyone.

Jay revs his engine. He starts to have second thoughts. Maybe this will cause a civil war on the streets. Maybe this will cause the HDMC to attack his gang. He shakes his head, then bursts down the street. This is the fastest he's been on his bike for a good couple years. Within seconds, he busts through the door of the hideout, bails off his bike, and rolls off the ground. The HDHC back off except for one. Jack Liner, known for brutal bar fights, and over 100 wins under his belt, Jay knew he was in for a heck of a fight. He raises his fists.

Jack swings first, completely smashing through Jays guard. Jay throws a quick swing back, but misses. This allows Jack to counter-attack, and uppercut Jay onto the ground. He quickly stands over Jay, and begins to pummel him into a pulp. Jay kicks Jack off of him, and quickly gets back onto his feet, wipes the blood off his face, and begin to smile. He has already planned the whole fight. He knows he can't compete with this ape-like man. But he will let Jack have a taste of his own medicine.

Jack is confused by Jay's foolish grin, so he swings an extremely powerful punch, and Jay jumps back. Jack loses his balance, Jay counters him with an uppercut, and Jack slams into the ground. Jay picks him up, and drags him near the bar. He remembers his best friend, Hank, and that bullet wound. He keeps telling himself, it's their fault. Jay furiously throws Jack over the counter, and into the countless different beverages on the shelf.

The Heavens Devils swarm Jay. He knows 20 versus 1 will not work, so he needs to show them who is boss. He pulls out his pistol, and fires 3 times into the roof, causing the Devils to cower into the back room. Jay starts to ask “Who killed Kensman!?” But no one will admit to the crime. “Who did it!? Was it you!?”
“No! It wasn't!”
“How about you, fatso!?”
“No! Don't shoot me!?”
“You!?”
“It wasn't, I swear!”
“Well... It looks like 'No one here did it.' Well, I think it's time about time I taught you all a lesson! Wait, I'm getting a call, no one move or your all DEAD!” Jay looks down at his phone to see Hank on the caller ID.
“Dude, drop everything!”
“Why are you whispering? Anyway, I'm kinda busy finding out who killed the mayor here?”
“Bill did it dude!
“Did what?”
“He killed Kensman! If he hears me talking to you, I'm dea-”...
“Yo Hank, I didn't hear that last part... Hank... HANK!?” Jay snaps his phone in half, then throws the pieces at two of the Devils, then slams the back room door. He goes to leave, but instead, he leans a chair under the doorknob of the back room, so they can't get out. Jay then turns around, and walks out of the clubhouse.

Jay would never be seen on a Devil's bike, but whats more important, his best friend, or his appearance? He spins around, and speeds down the road. On the way, he pays no attention to traffic. He just imagines what he will do to Bill once he gets his hands on him. He doesn't stop at the gun store like he does before every mission. He wants to take Bill out with his bare hands.

As soon as he gets to the clubhouse, he sees knocked out bikers outside. He opens the door, and sees more. Leaning over the bar, under the tables, on the tables, and all over the floor. He doesn't even care. He marches right up the stairs. He stops at the door to Bill's office. He crouches down, and looks through the key hole. He sees Bill standing over Hank, smacking him repeatedly. Hank is helpless on the ground, with his arms tied behind his back. At this point, Jay wants to break the door down, and strangle Bill. So he does.

Jay slams through the door, and Bill turns right around. “Well, nice to see you Jay. What's up!?”
“Shut up you traitor!”
“Am I really a traitor?”
“Yes, you are!”
“Really Jay?”
“YES!”
“Rea-” Jay strikes Bill across the face.
“Enough with your childish games, you four-eyed backstabbing cockroach! I WILL END YOU!” Jay practically screams, then he rushes at Bill, and rams him into the wall. Jay whips Bill onto the ground, and starts punching him repeatedly in the face. Jay lifts him up by the shirt, and throws him onto his desk. Jay jumps upon the desk, and slaps him in the face.

Bill kicks Jay off, and gets back on his feet. “I didn't do this because I'm in the Heavens Devils.” Bill says calmly as he flies off the desk, onto Jay, knocking him onto his back. “I didn't do this because I'm working for the cops.” Bill says with a gentile tone. Bill pulls out a knife. “I did this because I've never been that... Fond of you, Jay. I've never really felt a connection.” Jay lays on the ground, helplessly listening to Bill preach at him.

“All those times we went out to the bar, all those times we played pool, all those times you told... No... Commanded me to do something. I NEVER FELT ANYTHING! And I sure as hell won't feel anything when I do this!” Bill yelled as he raised his blade of betrayal. The knife rained down on Jay numerous times, cutting into his legs, right arm, and stomach. Jay laid on the spot, unable to move, practically paralyzed. Right then, Hank got back up after squirming out of the rope, and rapped his hands around Bill's waist, and chucked him through the window.

Jay was soon brought to the hospital, as was Bill. Jay survived the brutality, and was back on his bike in a few weeks. Bill however, survived the brutality, but was left to rot in prison for the rest of his days. The Metal Heads Motorcycle Club still stands strong. As do the Heavens Devils, after getting out through the air ducts, and escaping the back room. Liberty is still a state of emergency, “Worst Place In America”, and the home of a true anti-hero, Jay Ancker.
