Everyone needs more! I know I do, but that's beside the point. You are right in saying the Varden needs more resources, money wise and soldier wise.

I may be confusing the facts between JKR and CP, but to me it's clear that CP does not intend to bring Brom back from the dead. It would be too Star Warish and I would be terribly disappointed in CP!!! :( (LOL!!!! Not that he would care)

well it makes sense. saphira preserved his body, and when he gets to the vault of sauls he could take broms body and maybe his soul would go back in his body.

not really... reincarnation is when you are reborn with no memmories of the previus life in a new body, this would just be comeing back to life.
