The bulk of the army consists of professional Janissary infantry, as well as Azab infantry and Sipahi cavalry drawn from the feudal estates. Artillery mostly exists in irregularly-placed battalions across the empire. However, there are several battalions of more modern, westernised troops raised in Constantinople, which are the product of the Sultan's reformist policies. Imperial armies are nominally commanded by generals appointed by the Divan, and are allotted headquarters in Constantinople, Sofiya, Sarajevo, Salonika, Larissa, Athens, Karaman, Erivan, Baghdad, Damascus and Mecca. However, military leadership is in fact subject to the traditional rivalry between the landed Sipahi and the Janissary corps. In times of war, the Ottoman Empire is able to raise large numbers of irregular troops to complement the standing armies, which are spread thinly across the vast expanse of the empire.
