Meeting in Potsdam in 1791, Leopold II and the king of Prussia jointly declared that the revolutionary situation in France was a common concern of all sovereigns. Although the declaration did not become the framework for European military intervention in France as its authors had hoped, it set Austria and the French Revolution on an ideological collision course. In April 1792, revolutionary France declared war on Austria. The first war lasted for 5 years until Austria, abandoned by its allies, was forced to make peace on unfavourable terms. Austria renewed the war against France in 1799 and again in 1805 but was swiftly defeated both times. At Campo Formio the Austrians were given the Italian lands of the Venetian Republic, which passed into extinction, and the French consented to their annexation of the archbishopric of Salzburg. These gains were bought at a heavy price, for in return the Austrians had to link themselves with the brutal way the French were re-ordering ancient borders and institutions. The Austrians sacrificed their historic constitutional and moral authority in Germany by consigning the settlement of the borders to a congress at Rastatt. The treaties of Campio Formio (1797) and Lunéville (1801) preluded the dissolution (1806) of the Holy Roman Empire, and in 1804, Francis II took the title Francis I, Emperor of Austria. In 1805, Great Britain, Austria, Sweden, and Russia formed the Third Coalition to overthrow the French. The Austrians began the war by invading Bavaria with an army of about 70,000 under Karl Mack von Leiberich, and the French army marched out from Boulogne in late July, 1805 to confront them. At Ulm (25 September–20 October) Napoleon surrounded Mack's army, forcing its surrender without significant losses. With the main Austrian army north of the Alps defeated (another army under Archduke Charles manoeuvred inconclusively against André Masséna's French army in Italy), Napoleon occupied Vienna forcing Austria to sign the humiliating Treaty of Pressburg (26 December 1805), removing it from the coalition and signalling the death knell of the Holy Roman Empire. Absent from the fourth Coalition against France, Austria joined the fifth coalition only to be defeated again and to face the even more severe Treaty of Schönbrunn, (signed on 14 October 1809). This treaty paved the way for the marriage of Napoleon to the daughter of Emperor Francis I, Marie Louise. Napoleon made the mistake of assuming that the marriage would ensure the friendship of the Habsburgs. In the aftermath of Napoleons disastrous Russian campaign was formed the Sixth Coalition, once again Austria was at the fore-front of the fight against France, but this time her allies did not let her down. The Allies entered Paris on March 30th 1814, Napoleon though desperate to fight on was forced to abdicate on 6th April 1814. The victors exiled Napoleon to the island of Elba, and restored the Bourbon monarchy in the person of Louis XVIII. The Treaty of Fontainebleau was signed and the Congress of Vienna was held to redraw the map of Europe. Austria again found herself restored as a leading power of Europe. Policies The Empire of Austria is highly conservative and reactionary, attitudes that have been strengthened in nearly twenty years of war and further strengthend by the appointment of Metternich as chancellor. His stated and implied policies appear to be to maintain the European balance of power, to retain the hegemony of the Austrian-German population within the Empire, to crush all internal (and external) revolutionary dissent, and to begin to tackle the horrific debt that the state has incurred through years of warfare.
