Besides the bishopric of the Roman Diocese, certain other dignities are held by the pope as well as the supreme and universal pastorate: he is Archbishop of the Roman Province, Primate of Italy and the adjacent islands, and sole Patriarch of the Western Church. The Church's doctrine as to the pope was authoritatively declared in the Vatican Council in the Constitution "Pastor Aeternus". The four chapters of that Constitution deal respectively with the office of Supreme Head conferred on St. Peter, the perpetuity of this office in the person of the Roman pontiff, the pope's jurisdiction over the faithful, and his supreme authority to define in all questions of faith and morals. The College of Cardinals The Cardinals of the Holy Roman Church constitute a special College, whose prerogative it is to elect the Roman Pontiff in accordance with the norms of a special law. The Cardinals are also available to the Roman Pontiff, either acting collegially, when they are summoned together to deal with questions of major importance, or acting individually, that is, in the offices which they hold in assisting the Roman Pontiff especially in the daily care of the universal Church. The Cardinals are also charged when appointed by the Pontiff to lead Dicastery, which are the departments of the Roman Curia. The Roman Curia The Roman Curia is the ensemble of the dicasteries and bodies that assist the Pope in the exercise of his supreme pastoral office for the good and in service of the Church throughout the world and of the particular Churches, assisting in the maintenance of the unity of the Faith and the communion of the People of God and in the promotion of the proper mission of the Church in the world. There are a number of departments of the Roman Curia, each with their own responsibilities and competencies. The most important parts of the Curia are the Secretariat of State and the various Congregations. Then, there are Pontifical Councils and Pontifical Commissions. The Roman Curia is the main apparatus from which the Pope governs the Church, and the Papal States. The Secretariat of State An office of the Roman Curia, through which the pope transacts diplomatic negotiations with secular governments and directs ordinary and extraordinary ecclesiastical affairs, and directly controls the apparatus that governs the Papal States. The Secretariate is governed by the Cardinal Secretary of State and is composed of three sections. The first section concerns itself with matters to be submitted to the Congregation for Extraordinary Ecclesiastical Affairs (Political, and DIplomatic). The second section deals with ordinary affairs and grants certain insignia, decorations. The third section expedites Apostolic Briefs. The Secretary of State receives the diplomatic representatives of secular governments and confers with them on matters pertaining to the Church and their respective states. In the name of the pope, he signs treaties, pacts, and concordats with secular powers. All public communications of the pope on such matters emanate from the office of the Secretary of State. In addition to the Roman Rota, which controls the legal system; and the The Camera Apostólica, which controls all the finances of the Holy See and the States of the Church. The Secretariate of State is the only Curia office directly involved in the government if the temporal lands of the Holy See, and governs the States of the Church on behalf of the Pontiff. His is the highest post of confidence in the government of the papacy. The office expires with the death of the pontiff. The Camera Apostólica The Camera Apostólica is an office of the Roman Curia that serves as the central board of finance in the Papal administrative system. As such it is of great importance in the government of the States of the Church, and in the administration of justice, led by the Cardinal Camerlengo. Duties of the Cardinal Camerlengo and the Camera Apostólica, include the collection of taxes from with the States of the Church, the collection of Peters Pence from dioceses around the world, the collection of alms from the faithful, and the collection of all other revenues of the Holy See. In addition to the collection of the revenues it is also charged with submitting a budget to his Holiness, on where that revenue should be spent, for the Church, as well as for the States of the Church. In the period between Popes this is one of the few offices not vacated. During Interregnum the Cardinal Camerlengo, retains his position, and is offically head of the Scared College of Cardinals. Thus he is the head of the Holy Church until a new pope is elected. He may also coin money in his own name. In the period after the death of the Pope the Cardinal Camerlengo varifies the death of the Pope, and takes chrage of preparations of the Conclave. Local Government in that States of the Church The Papal States are divided into twenty provinces, which inturn are divided into districts . The Legates and Delegates, who administer the government of the provinces, are assisted by a Council (called Congregazione di Governo), composed of the Mayor of the principal town, called, the Gonfaloniere, and from two to four Councillors, designated by the Pope, and holding office two years. The number of Councillors corresponds to the rank of the provinces — the first class having four, the second three, and the third two. These Councillors, however, have but little power. They have no vote on questions, and can only send to the Pope their written objections to a decision of the Delegate. The Delegate has also two Assessors, who are judges in civil cases, in the principal towns, but they must not be natives of the province. So, also, eleven of the Delegations are cut up into districts, each ruled by a Governor, who cannot be a native of the province, and who is subject to the Delegate. These Governors sit as judges in certain civil and criminal cases in the districts. These districts are again divided into communes, with their Council, corresponding to our Common Councils, presided over by the town Gonfaloniere, or Mayor, elected out of the Council, and holding his place for two years. He ¡s assisted by Anziani, or Aldermen, from two to six, according to the size of the town, half of whom retire every two years with the Gonfaloniere, or Mayor. This Council assess the rates, &c., and an annual budget is presented to them by the Mayor, which, after it receives their sanction, is submitted to the Delegate, who in his turn sends it to the Buon Governo, which is composed of twelve Cardinals and Prelates, after which it is returned to the commune, and becomes law. The municipal authorities can discharge no account without this formality, and not a dollar can be raised without it, even for local purposes. |
