Austria, while refusing to restore the Holy Roman Empire took control of the Presidency of the German Confederation due its historical role as the leading state in Germany, a role which since the mid-eighteenth century has come to dispute with the rising power of the Kingdom of Prussia. The Confederation's early negotiations were affected greatly by the political and emotional climate which existed in Germany at that point. The liberation of Germany in 1813 had aroused nationalistic fervor in the German population, much of which was driven by growing liberalism in the emerging German middle classes. The Confederation's resulting conservative character however was largely the work of conservative German princely rulers who deeply distrusted the nationalist and liberalist sentiments in the middle classes population, who aspired to break down the old absolutist order in Germany. The Confederation is not a political organ for popular grievances to be heard, but one for the monarchs of Germany to control political affairs of Germany. The most important institution of the German Confederation are the Diet, which sits in the German city of Frankfurt, where it convenes in the town palace of the Thurn und Taxis family of Regensburg. This main organ of the Confederation controls the Federal Army as well as holds debates and addresses grievances of all the German sovereign states. The Federal Army in theory is divided into Nine Army Corps of 10,000 men in strength, which officially are to be provided on the good will of the German states with the purpose of mutual defence as well as to garrison the fortress cities of Mainz, the city of Luxembourg, Rastatt, Ulm, and Landau.
