Rotation of Command and Reorganization
Seeking a change in the strategic command of the forces of Northern Virginia, by order of Confederate authorities the Army of the Shenandoah and Army of the Potomac are to be combined into the singular Army of Northern Virginia. General P. G. T. Beauregard having his desires filled for a Louisiana Army to be created to defend the important river state after significant debate and discussion, has been transferred to Louisiana to command that army. General Joseph E. Johnston after having taken somewhat ill and deemed - amongst private circles - too cautious, has been transferred as the commander of the newly formed Army of the Carolinas.

Robert Edward Lee, a military advisor to President Davis and previously widely-critiscised commander, has been appointed general of the Army of Northern Virginia. Lee has placed his staff in position and consolidated the commands of the Army of the Shenandoah and Army of the Potomac under the Headquarters of the Army of Northern. He has also brought the heroic General Thomas J. "Stonewall" Jackson and General Longstreet under his subordinate command of the army.
