In the aftermath of the German Civil War, in which Austria and France were both active participants, it is clear throughout Europe that the breachloading rifle is a serious and alarmingly effective weapon which must necessarily be obtained to maintain parity. As the right honourable member for Buckinghamshire put it in the House:

"It is alarming, and a grave matter for the security of this realm that the British government, blessed with the greatest empire, the most active manufactories and the most glorious government on this earth, should lack a weapon that it's rivals and inferiors possess abundantly and use with great vigour. It is unthinkable that the Rt. Hon member for London has permitted this transgression and unquestionable that he must commit to righting it."

The Times [of London] has echoed the disturbing power of this weapon in its reports from the continent of the war's progress, marking also the substantial leap in casualties in the west relative to the east.

In Austria, Franz Joseph has called for a copy of the Prussian breechloading rifle to be made from sample copies found, too, and in France such weapons are already in operation. Copying is also underway in Denmark and Italy currently.

Timetable for implementation
Note: This merely denotes the ability to put it in to use for the whole regular and reserve armies. Before this time, if countries have demonstrable examples of such weapons, they can be used as specialised light infantry weapons, but not for the bulk of the army. Costs for upgrading troops to Breechloaded rifles (tech level 3) may be found in the rules thread.
