Army of Finland (85,000 men, 193 guns)
is march towards the town of Espoo, a few miles ahead of Helsinki, and prepare fortifications should the Anglo-Swedish army attack. It should only commence march, however, upon the arrival of the Army of Ingermanland.

Army of Ingermanland (150,000 men, 330 guns)
is to march to Helsinki from the Duchy of Soule, via the St. Petersburg district. It will replace the Army of Finland in the Helsinki Fortress. This is expected to take a total of a month to complete.

Army of Moscow (326,000 men, 780 guns)
is to march with the Army of Ingermanland, but stop at and garrison St. Petersburg. It is to act as a strategical reserve, and not move into Finland unless ordered, due to the risk of too many troops in Finland causing disease and attrition.
