The French Fleet, with the commencement of Hostilities, is to operate in the Baltic. Stationed in the Polish Port of Gdansk, the French Atlantic Fleet is to raid and attack Prussian shipping, hoping to cut off the Prussians from the sea and damaging their economy through attacks on their commerce. This plan is to be submitted to the British Government, with the Fleet's commanding officer, the Prince de Joinville being under the impression that support can be achieved from the British Royal Navy, hopefully in the form of the relocation of one of the British home Fleets.

With the commencement of hostilities with the Russians, the French Fleet is ordered to sweep the Baltic of all Russian Commercial and Military Traffic, being ordered to aggressive conduct itself against all Russian targets.

The Following Fleet is ordered to assemble from their positions in the English Channel and along the Western Coast of Africa. They are to along with a fleet of transports, to move three battalions of French Marines (2,400 Men; 11 Guns) to the French Port of Saigon, in Cochinchina.

With the refusal of the Russian Fleet to engage in the Baltic, the French Atlantic and Mediterranean Fleets have been ordered to begin raiding along the Russian Baltic and Finnish coastline, attacking outlying ports and attacking outlying military installations. The Fleet however doesn't have the orders to attack any major cities at this point.

The French Mediterranean Fleet is to be withdrawn from the Baltic, and ordered to redeploy to Toulon, in Provence. The movement is expected to take two weeks.

The French Atlantic Fleet along with five battalions of Naval Infantry (4,000 Men) is ordered to operate on the city of Reval in the Russian Baltic. The Fleet is to bombard the city's defences, followed by a landing of the Naval Infantry and Marines from the Fleet. Once the city is taken, the French troops are to destroy all Port facilities, then to re-embark, with the Fleet ordered to sail for Stockholm afterwards.
