Winter 1851 Military Affairs With the last of the rebel forces stamped out, the 3rd Army returns to Mexico proper, where it will drop into the reserve pool, and the bulk of the troops will return to civilian life. The 2nd Army continues nears completion with the reconstruction of Managua and Rivas, but it is estimated to continue into early 1852. The 1st Army holds a march through Mexico City, to show off Mexico's Military might to the civilian population. The Nuevo Pacifico makes his maiden voyage to Colón, carrying onboard a number of high profile bussiness men and politicans. The Colima and Guanajuato act as an escort should anything go wrong. -------- |

Winter 1851 Formation of the Tampico Rail Corporation and the Mexico City-Puebla José de Urrea had for awhile been intrested in the power of steam on land, already knowing the economic importance of the steamship, he felt the railroad would be an even greater boost to the growing Mexican economy. In October 1850, Urrea was approached by Lorenzo Ghiberti, a contracter that had come to Mexico to try and seek his fortune in constructing the Mexican railways. Urrea quickly agreed to such a deal and with the support of Congress the Tampico Rail Corporation (Corporación Tampico del Carril, CTC) had been formed as a government ran organization with the allowance of further private investments. The CTC will be in charge of the construction and maintenance of the new Mexico City-Puebla railroad, which is destined to be the first in a long series of railways that will eventually connect Veracruz to Acapulco. Placing Lorenzo Ghiberti as a chairman; the company and Ghiberti immediately begin on recruitng workers, surveying the land and finding the rescources. The Mexican government gives the CTC 40 pounds to perform these tasks and for its formation as a company. It has been estimated that the 125km railrway will be completed in late 1854. -------- |

Winter 1851 General Affairs The Winter of 1851 saw the announcement of first public Univeristy in Mexico. The Universidad Nacional de México is to be opened upon completion of its construction. It shall be located just outside Mexico City, and shall hopefully bring in many great scholars and thinkers to the nation to teach the youths. The Government has ordered some 4 Pounds be invested in this university to help fund its opening. With the end the rebellions in Costa Rica and Nicaragua, Mexico has found itself in a state of seemlingly long term peace. The Federal Government has seen it fit to relinquish the Government Monoplies, selling the assets to private firms. The money accumulated from the sale of assests will be aloquaited into the further developement of the Secret Service. -------- |

Winter 1851 Governmental Affairs In Winter of 1851, Valentín Gómez Farías 4 years term as Director of the Secret Service ended. He chose as his replacement Juan de Zumárraga, a former Colonel from the 4th Army. Zumárraga's first action as Director is to increase the number of service men from 1,000 to 10,000 over the next 10 years. Aswell Zumárraga has expresed desire for the Federal Government to construct a new Headquaters for the Secret Service Agency. --------- |

Spring 1851 Military Affairs Admiral Nicolás Dosamantes has made even more demands for the Government to procure technology from Foriegn nations, so that Mexico can try and keep pace with the Navies of the world. But to his and many others dismay, the Government feels it is more important to concentrate on civilian reforms at this time. But with the aid of Field Marshal Zaragoza, Admiral Dosamantes has successfully pressed for the creation of a Ministry of War. Pedro Celestino Negrete, the current Minister of War, has aided in the development of the new Ministry, aswell as the offical creation of a large number of departments withen the military. As Negrete will be acting as the Officer of the Secretary of State , he will be given a honorary rank of Colonel in the Mexican Army so his position in the Ministry of War is legitimate. --------- |

Spring 1851 Military Affairs In a joint project with the military of the United States of America, Fort Madden. Fort Madden shall be a Large Stone Fortification, that will easily house the 1,000 Soldiers sent from the USA. It has previously been agreed upon by both nations to share the financial burden of this project. 10 pounds have been spent by Mexico. --------- Location of Fort Madden

Autumn 1851 General Affairs With the completion of the Universidad Nacional de México, a weeklong fiesta is held in Mexico City. After the celebration ended, the University opended to a large student population, some 1,200 students in all. In a slightly political sense, the very influencial Dr. Ronaldo de Nievera, has become a teacher at the University. Dr Nievera, a Mexican Citizen of Filipino decent, is a staunch supporter of the Iguala Party, and will without doubt spread his ideologies to his students through his lectures. The Mexico City-Puebla railroad has passed the twenty five percent mark some 3 months ahead of scheduel. --------- |

Autumn 1851 Military Affairs Colonel Jose Nicolas de la Portilla has taken over as Warden of the Petrel Penal Colony. Portilla, who served with distinction in the first Central American War, became a some what infamous character when he executed some 50 prisoners of war from the UPCA, claiming they were no more then rebels and pirates, and should be treated as such. But as Mexico's offical stance during the first war dictated the UPCA government as being illegitimate, no legal action could be taken against Colonel Portilla. Many believe his position as Warden of the Petrel Penal Colony is to move him as far away as possible from the populous. --------- |

Winter 1852 Military Affairs A proposel for a string of fortresses along the Mexican-Colombian boarder is being very seriously considerd by the Ministry of War. At this stage in the planning, it has not been determined wether the forts will be linked by a series of walls, trenches, or the incredibly ambitios idea of a series of tunnels. The fortress chain is expected to start construction by Winter of 1854. In Panama, a joint Mexican-American patrol met with armed Bandits along the Mexican-Colombian boarder. Though none of the Soldiers were killed, a young american officer was lightly wounded. Winter 1852 General Affairs Corruption has plauged Baja California since it's creation. The local Aristocrats, are the decendants of Spanish Nobility, and use their positions to impose their wills upon the normal people withen the region. The local police are supected by the Federal Government to be on "payrolls" for the Dons, and do muscle work, such as collecting "extra taxes" from the working class. Because of all this corruption, a Masked Hero has taken action against the corruption. The Hero calls himself the Fox, and wears an all black outfit, complete with black cape, sombrero, and a bandana that covers his eyes. His "attacks" against the police have been reported to Mexico City, with the likely intent of having the Federal Government send Professional Soldiers to deal with the "Fox" --------- Fox returning the "extra taxes" to the people

Winter 1852 General Affairs Zorro (Fox), has continued his fight against the corrupt officals in Baja California. In the last days of the winter season, Zorro raided the Police Barracks in Ensenada, freeing the people recently arrested for being unable to pay the "extra taxes." As Zorro's campaign against the corruption in Baja California continues, nation wide attention is set on wether or not President Urrea will send men to help the State Government, or if Urrea will take a more radical position and take action to end the corruption. Large groups of German immigrants begin to flood into the small coastal city of Mazatlán, Sinaloa. The immigrants have already begun to develope the city, purchasing construction equipment from nearby gold and silver mines and using it in the construction of a small seaport. --------- Zorro protecting a local Mistriss of the Night

Spring 1852 Military Affairs The V Corps has since the end of the First Central American War, been considerd an Elite Unit, comprised of veteran soldiers, aswell as some of the best and brightest officers in the entire Mexican Army. As such it has acted as the Backbone of the 2nd Army of Mexico for over 10 years. In April of 1852, Field Marshal Zaragoza began contemplating the creation of a Republican Guard, but he was persuaded otherwise by Pedro Celestino Negrete, who has convinced Zaragoza that Mexico's path is best led by a Monarch, and a Republicn Guard would only make bringing in a European Monarch all the harder. Though Zaragoza remains a member of the Conservative Party, he is frequently seen discussing his Royalist Ideology with his Staff and even with Junior Officers. Because of this, the Iguala Party has found a strong ally withen the Military of Mexico. The plans for the Line of Fortification along the Mexican-Colombian boarder have begun to be put down on paper. The final decision for the linking between the Fortresses has yet to be concluded, though many are surprisingly leaning towards the construction of underground tunnels. --------- |

Spring 1852 General Affairs The Federal Government's inaction in relation to Zorro has prompted Govenor Don Rafael Montero to seek the help of a group of American Mercenaries, led by Captain Love. Captain Love's Rangers begin a series of raids against suspected collaboraters, and some 20 innocent people are butcherd. Govenor Montero, realizing his grave mistake, begins attempts to cover up the slaughter by the Mercenaries. Montero knows if the Federal government should find out, they would not hesitate to intervene in state affairs. Through all of this, Zorro has not let up with his attacks on the figurehead of corruption, the state police. In May Zorro killed 4 police officers, and stole a chest which contained funds intended to pay off the local newspaper reporter. --------- Captain Love

Summer 1852 General Affairs The Mecenary force led by Captain Love suffered humiliating defeats against Zorro throughout the Spring and early Summer seasons. Finally in July, Zorro and Captain Love came into confrontation in an old abandoned Mine Quarry. The fight lasted for nearly twenty minutes, during which multiple large explosions occured. Zorro dispatched a large number of nameless badguys, and aswell as finally killing Captain Harrison Love. President Urrea, feeling the escapades in Baja California have gone on long enough, has dispatched 3rd Battalion of the Jalisco Lancers to Ensenada. Along with them some 20 Secret Servicemen aswell as Juan de Zumárraga. The presence of Zumárraga and the Servicemen lead many to suspect Don Montero is to be arrested. --------- Zorro and Captain Harrison fighting after a large explosion

Summer 1852 Government Affairs Establishment of the Rurales Though the Mexican Police Force has recieved more then adaquate funding since it's establishment, they had been lacking to a huge degree the mounted units required to chase suspects. So in June of 1852, President Urrea commished the creation of the Guardia Rural, or as they are commenly known, the Ruales. These Rurales are a force of mounted police, that operate in the more rural areas of Mexico (obviously). The Rurales have begun recruitment across the Nation, and recruited a total of 2,000 men in the months of June and May. Presently the Rurales are being controlled by the Military, but eventually a Captain of Cheif from the National Police Force will be appointed to oversee the Rurales. --------- |
