Metternich has sent letters to the following powers, asking if they would accept becoming part of a customs union with a united export tarrif and a low or non-existent tarrif between nations. He stresses the need for the unity of southern Germany under the new industry in the British Empire and to a lesser extent, the French. Metternich also stresses the recent international crises as a motive for new prosperity and alliance - by createing a better trade flow and reduce internal competition, as well as the standardisation of measures.

January 12th, 1832 Grand Duke Leopold, fearing what may come of sustained isolation admits to Metternichs advances. Leopold understands that even if Baden does not allign herself with Austria now, she will be forced to take a side in the future; with a mind to securing prosperity for his state, he readily accepts the offer to join the Austrian Customs Union, and will be a member come January 1834. |
