The German Confederation

The German Confederation is an entity dominated by the Austrian Empire and the Kingdom of Prussia which is made up of the small German states that survived the Napoleonic Wars. After 1806 the Holy Roman Empire seized to exist and the Austrian Empire looked for another method to maintain it's controlled over the states which used to makeup the Empire. At the Congress of Vienna, the Austrians and Prussians formed the Confederation out of the majority of the old states of the Empire were joined into the new organization.

The Confederation in it's nature is currently mixed between the liberal ideas of the Press, in the Universities and in Student Unions. The majority of these liberals are German nationalists, looking to the unification of Germany under a liberal democratic constitution. German Conservatives however have looked upon the Confederation as a method to retain their old traditional aristocratic privleges in the face of a changing Europe, the Conservatives have viewed a "reform from above" approch more appealing then the threat of "reform from below".

In 'Bellum et Pax', the German Confederation is represented by a list of states called the "Influence of Prussia and Austria on the Confederation". This list shows which states are influenced by which state, this is important as it shows which states will support which state in case of War between Austria and Prussia.
